Getting Around IL Mobile App RFP

Background
The Illinois Department of Transportation (IDOT) Bureau of Operations is seeking to procure a commercial off-the-shelf (COTS) software as a service (SaaS) hosted solution to develop a user-friendly mobile application.

The goal of this initiative is to provide the motoring public with real-time information regarding traffic conditions, construction updates, incidents, and improved availability for alternate routes.

Work Details
The contractor will be responsible for delivering a mobile GPS application that exceeds the capabilities of a mobile-friendly website.

The application should include features such as real-time traffic updates, construction alerts, incident reporting, and alternative route suggestions. Specific functionalities may include user location tracking, push notifications for traffic changes, and integration with existing IDOT data systems.

Period of Performance
The contract will be performed over a period defined in the solicitation, typically spanning several months to ensure adequate development, testing, and deployment of the mobile application.

Place of Performance
The services will primarily be performed in Illinois, with the application being available statewide for users.

Bidder Requirements
Bidders must comply with the Business Enterprise Program (BEP) and Veterans Business Program (VBP) requirements. This includes submitting a Utilization Plan that outlines how they will meet participation goals for BEP certified vendors and VBP certified vendors.

Bidders must also demonstrate Good Faith Efforts if they cannot meet these goals.
