Geneva Business Park III Substation Commission Testing

Background
The City of Geneva, through its Electric Division, is seeking contractors for the Geneva Business Park III Substation Commission Testing project. The goal of this contract is to ensure the proper functioning and safety of new equipment and relays at the substation, which is critical for the city's electric utility operations.

Work Details
The project involves relay and circuit testing of new equipment and relays at the City of Geneva Business Park III substation. Specific tasks include:
- Installing relay setting files into relays prior to testing.
- Testing wiring interfacing with SCADA (Supervisory Control and Data Acquisition) up to the interface with the RTAC (Remote Terminal Unit).
- Coordinating with the Owner on testing responsibilities associated with any new SCADA RTU equipment.

The work must comply with specifications prepared by the City of Geneva Electric Utility. The contractor will also be responsible for ensuring that all tests are performed according to ANSI/IEEE standards, providing certified test reports, and ensuring that all test equipment is calibrated appropriately.

Period of Performance
The work is expected to commence upon completion of construction activities related to the substation and must be completed by July 18, 2025.

The contract will be performed at the City of Geneva Business Park III Substation located in Geneva, Illinois.

Bidder Requirements
Bidders must demonstrate experience in similar projects and provide documentation that all personnel working on high voltage cables are qualified journeyman linemen. Additionally, bidders must comply with prevailing wage laws as determined by the Department of Labor. A bid bond equal to 10% of the base bid amount is required, along with certifications confirming compliance with various legal requirements including drug-free workplace policies.
