FY27 IDFPR ILES CLEAR Maint., Supp., Hosting, Decomm SEFS

Background
The Illinois Department of Financial and Professional Regulation (IDFPR) is seeking to award a contract to Tyler Technologies for the maintenance, support, hosting, and decommissioning of its Integrated Licensing and Enforcement System (ILES) and Credential, Licensing, Enforcement and Regulation (CLEAR) database systems.

These systems are critical for IDFPR's mission to regulate licensed professionals in Illinois and ensure public safety. The contract is necessary as IDFPR transitions to a new operating system while still needing to maintain legacy systems.

This is a sole source contract awarded specifically to Tyler Technologies due to their proprietary ownership of the software used in ILES and CLEAR. No other vendors can provide the required maintenance or support due to copyright restrictions.
