Background
The Illinois Department of Children and Family Services (DCFS) is seeking to address systemic deficiencies in the child welfare system, particularly for children and youth with psychological, behavioral, or emotional challenges. This contract aims to engage the Child Welfare Policy and Practice Group as a sole source provider of consulting services to assist in implementing reforms outlined in the DCFS B.H. Implementation Plan.

The plan was developed following recommendations from an expert panel appointed by the court to evaluate services provided to a class of plaintiffs involved in a long-standing legal case concerning child welfare practices.

Work Details
The contractor will provide consulting services that include:
1) Assisting DCFS in operationalizing the Implementation Plan, which encompasses various initiatives aimed at improving outcomes for children and youth in care;
2) Supporting the development and implementation of evidence-based models for therapeutic foster care;
3) Facilitating training and coaching for front-line staff;
4) Evaluating existing programs and recommending improvements based on best practices;
5) Collaborating with DCFS leadership to ensure adherence to implementation science principles throughout the reform process.

Period of Performance
The contract will commence upon award and is expected to continue through the duration of the Implementation Plan, which is ongoing as reforms are rolled out over several years.

Place of Performance
Services will primarily be performed within Illinois, focusing on areas where DCFS operates, including Cook County and other regions identified as having high needs for child welfare services.

Bidder Requirements
The contractor must demonstrate experience in child welfare consulting, particularly with systems reform initiatives. They should have a proven track record of working with state agencies on similar projects and possess knowledge of implementation science principles.
