Background
The Office of Executive Inspector General (OEIG) requires case management software to manage its investigative complaints, including related documents, case correspondence, and tracking information. The goal of this contract is to migrate OEIG's current Column Case Management (CCM) application and data to Column's cloud-hosted Software as a Service (SaaS) environment. This migration is essential due to the aging on-premise servers currently hosting the CCM software, which require significant IT resources for maintenance and updates.
Transitioning to a SaaS model will enhance service quality, security, and operational efficiency while reducing costs.
Work Details
1. Migration of all OEIG’s current CCM application data, database, JasperSoft reports, and other necessary information to Column’s SaaS solution. This includes all form layouts, field behaviors, menu content, custom forms, workflows, and attachment files.
2. Setup and configuration of the current CCM application version with OEIG data on new Column infrastructure, including reconfiguration of attachment storage to Network File System (NFS) for approximately 200,000 files.
3. Provision of a secure CCM SaaS environment meeting SOC 2 Type 2 standards with integration of State of Illinois Okta single sign-on for secure access.
4. Subject matter expertise from Column for user acceptance testing and data validation before and after migration.
5. Ongoing management of systems required for operating OEIG’s CCM SaaS including maintenance, upgrades, security support, and training.
6. Provision of both production and development instances of the CCM environment.
Period of Performance
The contract is set to begin on July 1st, 2026 and will end on June 30th, 2030.
Place of Performance
The services will be performed in a cloud-hosted environment provided by Column Case Management.
Bidder Requirements
This contract is a sole source justification due to the proprietary nature of the Column Case Management software which can only be licensed from Column. No other vendors can provide the same level of support or compatibility with existing systems.
