FY25-126 P and A RFP - Consultant Auditor for ComEd

Background
The Illinois Commerce Commission is seeking offers from responsible vendors to provide independent auditing services. The goal of this contract is to review Commonwealth Edison Company's (ComEd) administration of Rider NS (Non-standard Service) for the prior five years. This initiative aligns with the agency's mission to ensure fair and equitable utility service delivery in Illinois.

Work Details
The contractor will provide independent auditing services specifically focused on the administration of ComEd's Rider NS over the last five years. This includes a thorough examination of records, processes, and compliance with applicable regulations.

The auditor will be expected to deliver a comprehensive report detailing findings, recommendations for improvements, and any identified discrepancies in the administration of the Rider NS.

Period of Performance
The contract will be performed over a period of 12 months from the date of award.

Place of Performance
The services will primarily be conducted at Commonwealth Edison Company's facilities located in Illinois.

Bidder Requirements
Bidders must comply with the State of Illinois Business Enterprise Program (BEP) and Veterans Business Program (VBP) requirements. This includes submitting a Utilization Plan that outlines how they will meet participation goals for certified vendors.

Bidders must also demonstrate good faith efforts if they cannot meet these goals fully.
