Fixed Scales Repair and Maintenance

Background
The Illinois Department of Transportation (IDOT) is seeking a vendor to provide maintenance, testing, repairs, and certification services for various lever systems and electronic indication scales at weigh stations throughout the state. This contract aims to ensure that the Department's weigh stations are operational and certified quarterly, thereby supporting weight enforcement goals and protecting infrastructure from damage caused by overweight trucks.

Work Details
The vendor will be responsible for:

1. Performing quarterly certifications of scales without the Illinois Department of Agriculture (DOA).
2. Conducting shop overhauls of lever system scales, including cleaning and painting levers after inspection and repair.
3. Providing timely repairs for electronic indication scales, ensuring that all parts are equivalent or superior to original equipment manufacturer standards.
4. Testing scales with a minimum of 10,000 pounds of certified test weights after any circuit board or load cell replacement.
5. Responding to service calls within 24 hours and performing preventive maintenance during service visits.
6. Installing new equipment as needed with prior approval from IDOT, including specific components like ACC controllers, power supplies, and custom software for scale operations.

Period of Performance
The contract will commence on July 1, 2025, and end on June 30, 2028. The total term may not exceed ten years including any renewals or extensions.

Place of Performance
Services will be performed at various weigh stations throughout the State of Illinois as listed in Section 1.2.14 of the contract.

Bidder Requirements
Bidders must ensure that all service technicians are registered with the Illinois Department of Agriculture as Placed in Service technicians. Subcontractors are allowed but must be disclosed if their annual value exceeds $100,000 and must include Illinois Standard Certifications.
