Energy Consultant Services for Natural Gas and Electricity for County-Owned and Leased Facilities

Background
Cook County Government is seeking proposals from qualified firms to provide energy consultant services for natural gas and electricity for county-owned and leased facilities. The goal of this contract is to identify an experienced Energy Consultant to manage a competitive bidding process for the County’s electric and natural gas supply, advise on market conditions, recommend purchase opportunities, and help the County achieve its energy goals, including a commitment to 100% renewable energy by 2030.

Work Details
The Energy Consultant will be responsible for:

1. Developing short and long-term energy procurement strategies.
2. Continuously monitoring market conditions and advising on purchase opportunities.
3. Managing a competitive bidding process for electricity, natural gas, and renewable energy agreements.
4. Providing research and analysis on energy supply markets and renewable energy projects (e.g., Power Purchase Agreements, community solar).
5. Meeting monthly with the County’s Energy Procurement Team to provide updates.

The consultant will also handle all transactions in writing through Transaction Confirmations detailing pricing, delivery periods, and any applicable charges.

Period of Performance
The contract will be for three years with one two-year renewal option, starting from the date of award.

Place of Performance
Services will be performed at various county-owned and leased facilities across Cook County, Illinois.

Bidder Requirements
Proposers must demonstrate experience with similar projects in public sector organizations, particularly with local PJM and ComEd projects. Proposals must include MBE/WBE participation goals of at least 22% of overall expenditures. Proposers must also submit an Economic Disclosure Statement & Forms along with their proposal.
