Background
The Illinois Department of Agriculture, specifically the Division of Weights and Measures, is responsible for ensuring that fuel sold to residents meets safety and regulatory standards.

Due to a significant increase in staff and the retirement of older vehicles, there is an urgent need for reliable transportation for inspectors who conduct inspections across the state. The agency is utilizing the Emergency Quick Purchase Method as outlined in Section 20-30(d) of the Illinois Procurement Code to procure four F-250 trucks quickly to maintain operational effectiveness.

The contract involves the procurement of four (4) 2026 Ford F-250 XL 4X2 Regular Cab trucks with specific configurations:

- 8-foot bed
- 4WD option
- Snow plow prep
- Limited slip differential
- Integrated brake control
- All-terrain tires
- Engine block heater
- Heavy-duty alternator
- 120 Volt 400 Watt outlet
- Cab steps
- Spray-in bedliner
- Remote start
- Front/rear splash guards
- Wheel well liners (front/rear)
- Dual battery setup
- Oxford white/vinyl interior.

The total expenditure for this purchase is $205,660.00.

Period of Performance
The contract was communicated to the vendor to start work on June 1, 2026.

Place of Performance
The vehicles will be utilized throughout the State of Illinois by inspectors from the Bureau of Weights and Measures.

Bidder Requirements
Landmark Ford Auto was selected as they were the only vendor able to provide the required vehicles with all necessary specifications in a timely manner. The agency made efforts to include contractors certified under the Business Enterprise Program but found no suitable vendors offering vehicles.
