Background
The contract is intended for the procurement of Flock OS Essentials software subscriptions from Flock Group, Inc., which is the sole manufacturer, developer, and distributor of the Flock Safety ALPR Camera.
The goal of this contract is to enhance law enforcement capabilities through advanced vehicle recognition technology and integrated monitoring services.

Work Details
The contractor will provide Flock Safety ALPR Cameras and associated solutions, which include:
1. Vehicle Fingerprint Technology®:
- Patented machine vision for analyzing vehicle license plates and attributes such as color, type, and make.
- Capability to identify vehicles without a license plate.
- 'Save Search' functionality based on vehicle descriptions.
- Visual Search feature for matching vehicles from uploaded images.
- Flock Safety Falcon Flex™ camera that reads up to 30,000 license plates on a single battery charge.

2. Integrated Cloud-Software & Hardware Platform:
- Capture of two or more lanes of traffic simultaneously with one camera.
- Processing capacity for up to 30,000 vehicles per day using solar power.
- Wireless deployment with integrated cellular communication.
- Web-based footage retrieval tool with filtering capabilities for various vehicle attributes.

3. Transparency & Ethical Product Design:
- A public-facing dashboard detailing policies and metrics from the system.
- Integration with NCMEC for AMBER Alerts and privacy controls for vehicle capture opt-out options.

4. Integrated Audio & Gunshot Detection:
- Machine learning capabilities to recognize audio signatures typical of crimes in progress.

5. Live Video Integration:
- Ability to integrate third-party cameras into a situational awareness dashboard and access live/recorded video remotely via Flock Safety Condor™ subscription service.

6. Partnerships:
- Official partnership with AXON for integration into Evidence.com and Fleet 3 mobile ALPR cameras.
