Description

Background
The Department of Innovation and Technology (DoIT) of the State of Illinois is seeking to procure Fiber-Based Point to Point Metro-Ethernet Transport Service. This service aims to provide reliable wide area network (WAN) connectivity between various State offices and the Illinois Century Network (ICN) Points of Presence (POPs) located throughout Illinois. The goal is to enhance telecommunications infrastructure for State operations.

Work Details
The contract requires the provision of Metro Ethernet services with bandwidth speeds ranging from 100MB to 1GB delivered via fiber optics. Key requirements include:
- Point-to-point transport services connecting State offices to ICN POPs.
- A minimum service availability of 99.98% based on a 30-day average.
- Guaranteed synchronous bandwidth with a maximum one-way delay of <=18 milliseconds and jitter <=12 milliseconds.
- Continuous service availability, 24/7/365.
- Quality of Service (QoS) tagging must be maintained by the vendor between Customer Premise Equipment (CPE) and ICN interconnect points.
- The vendor is responsible for monitoring connections and addressing network issues proactively.
- Allowance for DoIT monitoring equipment for ICMP and SNMP monitoring.
- Collaboration with DoIT on VLAN assignments to minimize contention, including aggregation of multiple VLANs onto single circuits where applicable.
- Bandwidth upgrades must be performed within 30 business days upon request from DoIT.
- Delivery of service must terminate on vendor-provided switches inside designated telecom rooms at both A and Z end locations.
- The vendor must notify DoIT upon completion of service installation, after which testing will be conducted by DoIT before acceptance.

Period of Performance
The initial term of the contract is six (6) years, commencing upon execution, with a maximum total term not exceeding ten (10) years.

Place of Performance
Services will be performed at various locations throughout Illinois, specifically connecting State offices to designated ICN Points of Presence.

Bidder Requirements
Subcontractors are allowed under this contract. Any subcontractor with an annual value exceeding $100,000 must include Illinois Standard Certifications. Vendors must comply with all applicable federal, state, and local laws, including those related to prevailing wages and employment practices.
