DNR - QBS Technical Support Services for Region 2

Background
The Illinois Department of Natural Resources (DNR) is seeking to retain an architectural/engineering (A/E) firm to provide technical support for its Region 2 area in Northeast Illinois. The agency's mission is to manage and protect the state's natural resources. This contract aims to enhance their operational capabilities through expert technical assistance.

Work Details
The A/E firm will be responsible for a variety of services including:
- On-site investigations of deficiencies in potable water and wastewater treatment systems
- HVAC systems
- Swimming pool equipment
- Plumbing systems
- Fire alarm and suppression systems
- Architectural assessments
- Electrical systems
- Structural deficiencies
- Civil engineering tasks
- Hazardous material inspections
- Bridge and dam safety inspections
- Surveying
- Environmental investigations
- Geotechnical investigations
- Budget surveys and project cost estimates.

The contract will be administered on a time and material basis with specific tasks outlined in work orders drafted by the DNR regional engineer. The A/E will also develop fee proposals based on man-hours and pay rates established by the contract.

Period of Performance
The initial term of the contract is two (2) years with four (4) optional two-year renewal terms. The total duration of the contract shall not exceed ten (10) years.

Place of Performance
All services will be performed in Region 2, which encompasses Northeast Illinois.

Bidder Requirements
Interested firms must be prequalified with the Capital Development Board (CDB) or the Illinois Department of Transportation (IDOT). Additionally, firms must comply with Business Enterprise Program (BEP) goals requiring 4% participation from certified vendors owned by minorities, women, or persons with disabilities.
