DNR - QBS Technical Support Services for Region 4

Background
The Illinois Department of Natural Resources (DNR) seeks to retain an architectural/engineering (A/E) firm to provide technical support for its Region 4 area in West-Central Illinois. The goal of this contract is to ensure that the DNR can effectively manage and maintain various infrastructure and environmental projects within the region, thereby fulfilling its mission to protect and manage the state's natural resources.

Work Details
The A/E firm will provide a range of technical support services including:

- On-site investigations of deficiencies in potable water and wastewater treatment systems
- HVAC systems
- Swimming pool equipment
- Plumbing systems
- Fire alarm systems
- Architectural assessments
- Electrical systems
- Structural deficiencies
- Civil engineering tasks
- Hazardous material inspections
- Bridge and dam safety inspections
- Surveying
- Environmental investigations
- Geotechnical investigations including soil borings and testing
- Budget surveys and project cost estimates
- Fire damage assessments
- Development of Stormwater Pollution Prevention Plans
- Preparation of permit applications for regulatory agencies
- Updating standard design guides and manuals
- Developing bid documents for small maintenance projects.

The work will be conducted on a time and material basis with specific tasks outlined in work orders approved by DNR.

Period of Performance
The contract has an initial term of two (2) years with the possibility of four (4) additional two-year renewal terms. The total duration of the contract shall not exceed ten (10) years.

Place of Performance
The services will be performed in Region 4 of West-Central Illinois.

Bidder Requirements
Interested firms must be prequalified with the Capital Development Board (CDB) or the Illinois Department of Transportation (IDOT). Additionally, firms must comply with minority contractor initiatives and submit a Business Enterprise Program (BEP) Utilization Plan indicating participation goals for businesses owned by minorities, women, and persons with disabilities. The BEP goal for this solicitation is set at 4%.
