The Illinois Department of Natural Resources (IDNR) is seeking proposals for the replacement of filter media in the potable water treatment system at Moraine View State Park. Work Details
The contract includes multiple phases:
1. **Core Sampling and Testing**: The contractor will take core samples from the existing filter media before removal for safety and landfill profiling. This includes analytical testing for Radium 226 & 228 and Total TCLP Metals.
2. **Removal & Disposal**: The contractor will remove existing filter media using a vacuum truck, provide a roll-off container for disposal, and power wash each cell.
3. **Inspection & Flow Test**: A visual inspection of baffles and welds will be conducted, with necessary repairs reported to IDNR.
4. **Media Installation**: New filter media layers will be installed, including various sizes of gravel and anthracite, ensuring proper leveling and backwashing after installation.
5. **Disinfection**: HTH solution will be mixed and applied to each filter cell to ensure proper disinfection, with IDNR responsible for bacterial testing.
Period of Performance
All work must be completed within ninety (90) days from the notice to proceed.

Bidder Requirements
The contractor must have at least three years of experience with similar projects and provide documentation of at least two completed projects of similar size and scope. The contractor must maintain an Illinois office as the primary place of employment for workers on this project, comply with prevailing wage laws, provide insurance coverage including general liability and worker's compensation, and may need to register as a small business under the Small Business Set-Aside program.
