DNR Lincoln Trail Concession

Background
The Illinois Department of Natural Resources (IDNR) is seeking a vendor to operate a restaurant concession with bait shop and boat rental at Lincoln Trail State Park located in Marshall, Illinois. The goal of this contract is to improve overall visitor satisfaction by ensuring high-quality visitor services while broadening the economic base of the region and surrounding communities.

Work Details
The vendor will operate a concession that includes a restaurant serving prepared food such as hamburgers, French fries, ice cream, and beverages. The concession must sell Illinois Native Firewood and bagged ice starting from the 2026 season. Additionally, the bait shop must offer crickets, worms, minnows, mealworms, and bobbers.

The vendor is required to rent at least 2 kayaks and 5 John boats in the first season and 4 kayaks and 5 John boats in subsequent years. Authorized sales include food, beverages (both alcoholic and non-alcoholic), souvenirs, fishing supplies, propane, and State hunting/fishing licenses. The vendor must adhere to specific hours of operation from April 1 to October 31 for both the restaurant and bait shop/boat rental.

Period of Performance
The contract will commence upon signature of the Governor and run through December 31, 2029. There is an option for renewal for up to twenty (20) years.

Lincoln Trail State Park, 16500 E. 1350th Road, Marshall, IL 62441.

Bidder Requirements
Bidders must comply with all Illinois Standard Certifications as part of their submission. They are required to submit Vendor Disclosure or IPG Active Registered Vendor Disclosure documents along with a Business Enterprise Program/Veterans Small Business Program Utilization Plan if applicable.

Bidders must have an active registration with the Illinois Procurement Gateway (IPG) at the time bids are due.
