DHS IFB CRMHC Campus Roadwork

Background
The Chicago Read Mental Health Center, part of the Illinois Department of Human Services, is seeking a qualified vendor to provide asphalt repair and maintenance services across its campus. The goal is to improve roadways and parking areas to address issues such as potholes, surface deterioration, and safety concerns for patients, staff, and visitors. This procurement is specifically designated for Small Business Set Aside Program Vendors only.

Work Details
The contractor will provide all labor, materials, tools, equipment, and services necessary for asphalt repair and maintenance at the Chicago-Read Mental Health Center. The scope includes:

1. Pothole Repair: Repairing all potholes in roadways and parking lots using appropriate materials.

2. Pavement Removal and Replacement: Removing damaged pavement (up to 3.5 inches) and installing new hot-mix asphalt overlay (up to 3.5 inches).

3. Grading and Drainage: Ensuring proper grading for adequate drainage.

4. Pavement Markings and Striping: Repainting all roadway and parking lot markings for clarity and compliance.

5. ADA Compliance: Modifying ADA-compliant parking spaces as per regulations.

6. Permits: Obtaining necessary local and state permits before work commencement.

7. Quality Control: Performing final inspections to ensure compliance with project specifications.

8. Documentation: Providing project documentation upon completion including material specifications and inspection reports.

9. Clean-Up: Removing debris from work areas post-completion.

Period of Performance
The contract will commence upon execution and end on June 30, 2027.

Place of Performance
All services will be performed at the Chicago-Read Mental Health Center located at 4200 N. Oak Park Ave., Chicago, IL 60634.

Bidder Requirements
Bidders must be registered in the Illinois Small Business Set-Aside Program at the time bids are due to be evaluated for this contract.
