Background
The Illinois Department of Employment Security (IDES) is seeking to enhance the quality of employment services through the Re-Employment Services and Eligibility Assessment (RESEA) program. The goal of this procurement is to improve reemployment outcomes for individuals assigned to the RESEA program by developing and delivering professional development training for IDES staff and providing train-the-trainer services to management.
Work Details
The contractor will provide the following services:
1. Develop and deliver new professional development training for IDES staff on best practices in employment services, including resume development, interview preparation, networking, navigating online application systems, and individualizing services for diverse job seekers.
2. Provide train-the-trainer services to the ES management team on facilitation skills, feedback tools, trauma-informed techniques, and human-centered approaches.
3. Conduct two to four in-person trainings in Central and Northern Illinois for approximately 60-70 staff members.
4. Collect and analyze feedback from each training session to assess impact on knowledge and skills, with a final summary provided within 22 months of contract start date.
5. Ensure all trainings include interactive features, feedback tools, and breaks as specified.
Period of Performance
The contract will commence upon execution by both parties and will last for 24 months. Trainings are expected to begin no later than six months from the start date and conclude no later than 20 months from the start date.
Place of Performance
Training sessions will be conducted at various IDES locations across Central and Northern Illinois.
Bidder Requirements
Offerors must have at least one team member with a minimum of five years' experience in developing and delivering professional development training for publicly-funded employment services programs. They must also provide evidence of experience with the Workforce Innovation and Opportunity Act (WIOA) or RESEA program training.
