Background
The Board of Education of the City of Chicago, also known as Chicago Public Schools (CPS), is seeking proposals for Data Center Colocation Services. The Department of Information & Technology Services aims to establish a partnership with a vendor to provide reliable and efficient data center services that support the Board's mission of delivering quality education. The contract will facilitate the hosting of critical IT infrastructure, ensuring operational continuity and compliance with relevant regulations.

Work Details
The selected vendor will provide a Tier 3 or higher rated primary colocation facility located within 50 miles of Chicago, along with a secondary disaster recovery (DR) site more than 100 kilometers away, maintaining a latency threshold of less than 1.3 milliseconds round-trip time. The contract includes:
- A three-year service term with two optional three-year renewals.
- Relocation services for existing server, network, and storage infrastructure without acquiring new hardware.
- Provisioning of approximately 1,100 square feet of dedicated secure cage space in both primary and DR locations, requiring about 250kW of power for up to 31 cabinets.
- Access to preferred providers AT&T and Crown Castle circuits and provisioning a 40Gb circuit between the colocation facility and the Board's Wide Area Network (WAN).
- Compliance with environmental sustainability certifications such as LEED or Energy Star and adherence to HIPAA, SOPPA, and FERPA regulations.
- Comprehensive monitoring systems for environmental conditions and security measures including fire protection systems, access control, and surveillance.

Period of Performance
The initial term for the data center colocation services is three years, with two additional renewal options available for three years each.

Place of Performance
The primary colocation facility must be located within 50 miles of Chicago, Illinois, while the secondary disaster recovery location must be more than 100 kilometers from the primary site.

Bidder Requirements
Proposers must demonstrate compliance with MBE/WBE participation goals (30% MBE and 7% WBE), provide evidence of relevant licenses and insurance coverage, submit financial statements for the past three years, and detail their experience in similar projects.
