Court Based Rental Assistance Program (CBRAP) Application and Grant Payment Management Software

Background
The Illinois Housing Development Authority (IHDA) is seeking a cloud-based and cross-platform software solution to support its Court Based Rental Assistance Program (CBRAP). This program aims to provide emergency rental assistance to litigants in eviction court across Illinois. The solution will facilitate public application submission, internal application review, and grant payment management. It is designed to help ensure housing stability, prevent homelessness, and assist tenants in avoiding eviction judgments.

Work Details
The software solution must include the following functionalities:

1. **Paperless Functions**: Custom-defined applications via a web interface compatible with major browsers and mobile devices; internal application processing; document requests; applicant self-service status lookups; real-time address validation.

2. **Data Management**: Customizable fields supporting various input types; data validation; logic support for data collection; tracking of eviction numbers; bulk uploads/updates.

3. **Multi-Lingual Support**: Interface available in English and Spanish with the ability for basic content edits.

4. **Application Processes**: Secure multi-step processes initiated by landlords or tenants, with automatic matching capabilities.

5. **Data Security**: Role-based access control ensuring confidentiality of landlord and tenant information; encryption of data in motion and at rest.

6. **E-signature Compliance**: Ability to e-sign documents compliant with all state regulations.

7. **Application Processing**: Support for up to 300 remote processors, selective assignment of applications, multiple approval workflows, event logging, and tracking of application statuses.

8. **Reporting Capabilities**: Real-time reporting on application status, customizable reports, integration with third-party reporting tools like Power BI, and export features for documents and data sets.

Period of Performance
The contract will commence upon the last dated signature of the parties for an initial term of two years, with the possibility of renewal for up to ten years total.

Place of Performance
The services will be performed within the State of Illinois.

Bidder Requirements
