Background
The Illinois Housing Development Authority (IHDA) is seeking a cloud-based and cross-platform software solution for the Court Based Rental Assistance Program (CBRAP). This program aims to provide emergency rental assistance to litigants in eviction court across Illinois, helping to ensure housing stability and prevent homelessness. The software will facilitate public application submission, internal application review, and grant payment management.

Work Details
The contractor will provide an end-to-end software solution that includes:

1. **Paperless Functions**: Custom-defined applications via a web interface and mobile app, internal processing, document requests, self-service status lookups, and real-time address validation.

2. **Data Management**: Customizable fields for data input, validation of formats, tracking eviction numbers, bulk uploads/updates.

3. **Multi-lingual Support**: Interface support in English and Spanish with automated emails.

4. **Secure Application Processes**: Multiple application processes initiated by landlords or tenants with secure data handling.

5. **Data Security**: Role-based access control with encryption for data at rest and in motion.

6. **E-signature Compliance**: Ability to e-sign documents compliant with all state regulations.

7. **Application Processing**: Support for up to 300 remote processors with selective assignment capabilities and workflow options.

8. **Non-Functional Requirements**: 24/7 availability with a response time of under 5 seconds for all interactions.

9. **Reporting Capabilities**: Real-time reporting on application status with the ability to create standard and ad-hoc reports.

10. **Interfaces**: Capability to integrate with third-party systems like Oracle and Wells Fargo for payment processing.

11. **Retention and Archiving**: Data retention for five years post-program completion.

Period of Performance
The contract will commence upon final execution and will have an initial term of two years, with options for renewal up to a total of ten years.

Place of Performance
The services will be performed in Illinois, specifically supporting the Court Based Rental Assistance Program statewide.

Bidder Requirements
Offerors must be registered as active vendors in the Illinois Procurement Gateway (IPG) at the time of proposal submission. They must also comply with the Commitment to Diversity guidelines which include engaging women, minority, or disabled-owned businesses.
