Background
The McHenry County Emergency Telephone System Board (ETSB), located in Woodstock, Illinois, is seeking a qualified vendor to replace its existing Solacom Guardian and Mapping Systems. The goal is to implement a fully i3 capable and enabled IP-based Next Generation 9-1-1 (NG9-1-1) System that consists of two geo-diverse hosts and a single remote location configuration. This system will be used to process, answer, and direct all 9-1-1 and administrative calls placed into the three McHenry County ETSB Public Safety Answering Points (PSAPs).
Work Details
The vendor will replace three existing Solacom Guardian systems with a fully i3 capable NG9-1-1 System that must accept Next Generation IP traffic across the State of Illinois ESInet Network using NENA i3 standard SIP signaling. The system must support processing of NG9-1-1 calls including voice, text-to-911 (RTT or SMS), and future multimedia calls.
It should also provide capabilities for backup power, interfaces for CAD systems, audio recording, and TDD/TTY communications. The project includes installation, implementation, training, and go-live by March 1, 2026.
Period of Performance
The contract work is expected to be completed by March 1, 2026.

The work will be performed at various locations within McHenry County, Illinois.
