The Village of Northbrook will receive sealed proposals for intake inspection services including but not limited to Inspections, Cleaning, Video Recording and Emergency Repairs of the 30- and 48-inch Raw Water Intakes.
Background
The Village of Northbrook, located in Illinois, is seeking proposals for contractual dive services to inspect its Lake Michigan raw water intakes. The Village operates two intake lines: a 30-inch intake installed in 1963 and a 48-inch intake installed in 1993. The goal of this contract is to ensure the maintenance and operational integrity of these water intakes through comprehensive inspection and repair services.

Work Details
The contractor will provide intake inspection services that include:

1. Inspection, video recording, and cleaning of marine growths and sediment from the crib structure of the 48-inch intake and inside the 48-inch intake pipe up to 200 feet from the intake crib.

2. Inspection, video recording, and cleaning of marine growths and sediment from the structure of the 30-inch intake, including checking three open intake cylinders for sand buildup and zebra mussel growth.

3. External inspection and video recording of the 48-inch piping from the Intake Manifold to within 50 feet of where it enters the Pump House building.

4. External inspection and video recording of the 30-inch piping from the Intake Manifold to within 50 feet of where it enters the Pump House building.

5. Emergency repairs (sandbagging and cribbing) to protect undermined pipes, including mobilization/demobilization for a distance of 150 feet. All items listed are inclusive of labor, materials, equipment, final written reports, and video documentation.

Period of Performance
The contract will be in effect from May 1, 2025, to April 30, 2026.

Place of Performance
The work will be performed at the Village's Lake Michigan raw water intakes located off the shore in Northbrook, Illinois.

Bidder Requirements
Bidders must demonstrate proven capabilities to perform marine work on Lake Michigan. All personnel must be appropriately certified with evidence provided upon request. Bidders must comply with OSHA guidelines during all operations and are required to submit detailed reports including high-quality digital documentation post-inspection.
