Background
The Illinois Finance Authority (IFA) is seeking to engage Rising Sun Strategies LLC to facilitate the efficient and rapid receipt and deployment of awarded federal funds. This effort particularly focuses on programs such as the US EPA Climate Pollution Reduction Grant Program (CPRG) and the US DOE’s Grid Resilience Program. The goal of this contract is to leverage Rising Sun Strategies' significant experience in helping electric vehicle companies navigate government funding and grant processes, ensuring compliance with federal requirements while aligning with Illinois policy initiatives.

Work Details
Rising Sun Strategies LLC will provide consulting services to assist the IFA/Illinois Climate Bank in managing federal funds. This includes securing and deploying federal funds, as well as developing go-to-market strategies targeting government entities, real estate developers, and utilities. The vendor's experience includes successfully securing substantial federal funding while ensuring compliance with federal requirements. The contract is for a fixed fee proposal not to exceed $100,000 for a 12-month period.

Period of Performance
The contract will commence upon execution and will end on December 14, 2025.

Place of Performance
The services will be performed primarily at the Illinois Finance Authority located at 160 N. LaSalle Street, Suite S-1000, Chicago, IL 60601.
