Compensated Public Mural Project - French Market Plaza

Background
The Fine and Cultural Arts Commission for the City of Wheaton, Illinois, is seeking qualified artists for a compensated public mural project aimed at enhancing the visual environment of the community. This project reflects Wheaton's character, history, and commitment to public art, particularly in celebration of the 250th anniversary of the signing of the Declaration of Independence.

Work Details
The selected artist will design and execute a permanent mural at French Market Plaza in downtown Wheaton. The mural will vary in height from 5 to 6 feet along a 180-foot smooth concrete wall. The theme will depict a historical timeline of Wheaton from 1776 to 2026. The color palette must harmonize with an existing adjacent mural. The artist is responsible for all aspects including concept development, design, project coordination, materials, fabrication, equipment, installation, and cleanup after completion.

Period of Performance
The project timeline includes:
- Call for Artists issued in February 2026;
- Submissions due by March 9, 2026;
- Proposal review period from March 10 to March 30, 2026;
- Artist notification on March 31, 2026;
- Winning proposal announced on April 6, 2026;
- Project completion scheduled between April 7 and June 15, 2026.

Place of Performance
The mural will be located at French Market Plaza in downtown Wheaton, Illinois.

Bidder Requirements
Artists must have demonstrated experience in large-scale or outdoor public art projects. They are required to submit a letter of interest, résumé or CV, examples of past work focusing on their proposed approach for this site, and various procurement forms including a W-9 form and proof of general liability insurance meeting City requirements. The City encourages submissions from minority artists.
