CMIS/SAIS 2026-2029 Services SS

Background
The Illinois Department on Aging (IDoA) is seeking to award a sole source contract to Shawnee Health Service and Development Corporation for the provision of IT support and training services related to the Case Management Information System (CMIS) and Shawnee Alliance Information Systems (SAIS).

This contract aims to ensure continuity of critical support services essential for the management of care coordination for older adults in Illinois. The CMIS is integral for tracking participant data, authorizing payments, and maintaining compliance with state regulations.

Work Details
The contractor will provide IT support and training services for the CMIS, which includes:
1. Ongoing maintenance and updates of the CMIS and Participant Forms Manager (PFM).
2. Technical support, including troubleshooting and bug fixes.
3. Training for Care Coordination Units (CCUs) on using the CMIS effectively.
4. Assistance with data transfer during the transition to a new internally developed system, ensuring no loss of participant information.

The estimated hourly rates and anticipated hours are as follows:
- FY 2026: $115/hour for 1750 hours;
- FY 2027: $120/hour for 1750 hours;
- FY 2028: $125/hour for 1750 hours.

Period of Performance
The contract is expected to commence on July 1, 2025, and conclude on June 30, 2028.

Place of Performance
Services will be performed in Illinois, specifically at locations where Care Coordination Units operate.

Bidder Requirements
Shawnee Health Service and Development Corporation is not eligible for State Use or Sheltered Market criteria. The contractor must have experience with proprietary systems like CMIS and demonstrate capability in providing ongoing technical support and training.
