Certificate of Title and Salvage Printing

Background
The Illinois Secretary of State is seeking bids from qualified vendors for the printing of Certificate of Title and Salvage Certificate forms. The agency's mission includes ensuring proper documentation for vehicle ownership and salvage titles, which is critical for vehicle registration and transfer processes in Illinois.

Work Details
The contract requires the printing of the following forms:

1) Certificate of Title (VSD-40.27) - 2,420,000 units;
2) Test Certificates of Title - 1,000 units;
3) Salvage Certificate (VSD-41.28) - 220,000 units;
4) Test Salvage Certificate - 1,000 units.

The forms must be printed on virgin cut sheet stock that meets specific opacity and performance standards. Each form must include security features such as a watermark, thermochromic ink, and colored fibers to prevent forgery. The documents must be packaged in a specified manner for delivery to ensure they are received in good condition. The vendor is responsible for ensuring that all specifications are met; otherwise, costs will be deducted from the final invoice.

Period of Performance
The initial term of the contract will commence upon execution and continue through December 31, 2025. The total term, including any extensions or renewals, shall not exceed ten years.

Place of Performance
The printing services will be performed at the vendor's facility, with final delivery to the Illinois Secretary of State's Vehicle Services Department located at 501 South 2nd Street, Springfield, IL.

Bidder Requirements
Bidders must be registered in the Illinois Procurement Gateway (IPG). There are no subcontractors allowed for this contract. Vendors must comply with all applicable laws and regulations regarding business operations in Illinois.
