Blue Ribbon Commission (BRC) RFP

Background
The State of Illinois, through the Commission on Equity and Inclusion, is seeking a vendor to develop a strategy that leverages national and global best practices while considering the local Illinois context. The solicitation contains a goal that a percentage of the value of the contract will be performed by BEP certified vendors as defined by the Commission on Equity and Inclusion (CEI), as well as a goal for VBP certified vendors.

Work Details
The vendor is required to submit a Utilization Plan (U-Plan) consisting of four parts: Bidder/Offeror Signed Commitment, Subcontractor Participation Agreement(s), Good Faith Effort (GFE) (Action Checklist, Contact Log and Supporting Documentation), and U-Plan Terms and Conditions.
The U-Plan must demonstrate the vendor's proposed utilization of vendors certified by the Business Enterprise Program to meet the targeted goal.
The prime vendor must detail in the Participation Agreement its plan to utilize each BEP/VBP subcontractor, including the proposed percentage of the contract to be performed by each subcontractor, anticipated start date, anticipated dates and time periods of utilization, and a detailed description of the work to be performed by each subcontractor.

Period of Performance
The U-Plan must be completed and submitted for any assigned BEP and/or VBP goal.
The undersigned bidder/offeror submits this Utilization Plan as part of its bid or offer in accordance with the requirements of the bid solicitation.
The U-Plan will become a part of the resulting contract if awarded.
