Bid Request for Roofing Project - Lee County ETSB (911)

Background
The Lee County Emergency Telephone Systems Board (ETSB) is seeking proposals for a roofing project at the Lee County 9-1-1 Emergency Communications Center (ECC) located at 316 S Hennepin Avenue, Dixon, Illinois.

The goal of the contract is to remove the existing roof and install a new TPO membrane roof, ensuring compliance with safety regulations and providing a durable roofing solution.

Work Details
The contractor will be responsible for the following tasks:
1. Open existing TPO membrane and remove deteriorated decking, disposing of all debris.
2. Install new CDX plywood sheeting matching existing thickness, fastened to existing roof trusses, with new 2"x6" framing to support seams.
3. Infill affected areas with insulation matching existing specifications.
4. For remaining roof areas, slit existing membrane in a 10' x 10' grid and overlay with two layers of 2.6" Polyisocyanurate insulation (R=30), staggering joints by 12" in all directions.
5. Mechanically fasten insulation per manufacturer’s fastening pattern to comply with warranty requirements.
6. Provide new 2"x6" wood blocking and plywood strips at perimeter edges to match new insulation thickness, installed per NRCA details.
7. Install a new mechanically fastened .060 TPO roofing system with necessary flashings and caulking as per manufacturer’s instructions, wrapping the new TPO membrane over and down the exterior face of the wood blocking.
8. Furnish and install .040 commercial roof lap-style aluminum gutters (6” wide) with 4” x 5” downspouts per SMACNA standards.
9. Raise all mechanical units to accommodate new roof insulation thickness.
10. Provide a manufacturer’s twenty (20) year total roofing system warranty.

Period of Performance
The contract work is expected to be completed by March 14, 2025.
