Background
The Chicago Transit Authority (CTA) operates the nation's second largest public transportation system, serving 35 suburbs and providing 87% of public transit trips in the six-county Chicago metropolitan area. The CTA is seeking a Facility Condition Assessment Consultant to assess its facilities, identify potential issues, and prioritize repairs or upgrades based on urgency and cost. This contract aims to ensure the safety and operational efficiency of CTA's infrastructure.

Work Details
The consultant will conduct comprehensive facility assessments covering approximately 25% of maintenance shops and rail passenger stations. Key tasks include:
1. Conducting inspections based on ASTM E2018-08 standards to evaluate the physical condition of facilities.
2. Providing detailed reports identifying deficiencies, prioritizing repairs, and estimating costs.
3. Utilizing advanced software for project management and real-time data entry.
4. Conducting thorough visual inspections of all accessible equipment and components without disassembly.
5. Documenting findings with photographs and maintaining a clear inventory of mechanical components.
6. Engaging a multidisciplinary team including engineers from various specialties (civil, structural, mechanical, electrical) to perform assessments.
7. Developing a draft schedule for field assessments and facilitating feedback sessions with CTA user groups prior to fieldwork.

Period of Performance
The contract will be performed over a period of up to one year with three one-year options for renewal.

Place of Performance
Assessments will take place at various CTA facilities located throughout Chicago, including maintenance shops and rail stations as specified in Attachment A: CTA Facilities and Schedules.

Bidder Requirements
Bidders must demonstrate substantial experience in conducting facility condition assessments for large-scale facilities exceeding 200,000 square feet, including prior experience assessing rail passenger stations. Proposals must include case studies or examples of previous projects. Additionally, bidders are required to submit a Non-Disclosure Statement with their proposals.
