Description

The Illinois Department of Natural Resources is seeking bids for agricultural farming services on State owned property located within Rock Cut State Park. See attached Invitation for Bid (IFB) for detailed locations and acreage information.
Background
The Illinois Department of Natural Resources (IDNR) is seeking bids for agricultural farming services on state-owned property located within Rock Cut State Park. The goal of this contract is to utilize agricultural leases as a tool to support wildlife populations and recreational opportunities while promoting ecologically sound agricultural practices. This initiative aims to improve soil health, minimize erosion, enhance water quality, and reduce chemical impacts on wildlife habitats. The contract is estimated to exceed $50,000.

Work Details
The awarded contractor will lease approximately 96.40 acres of land per year from March 1, 2025, through February 28, 2030. The lessee is responsible for providing all necessary labor, machinery, tools, seed, fertilizer, equipment, and insurance for farming operations. Key requirements include:

- Guaranteeing lease payment by either prepaying the full amount of rent or providing an irrevocable letter of credit annually.
- Paying all leasehold taxes during the lease term.
- Submitting a completed Certificate of Liability Insurance within 30 days after contract execution.
- Controlling weeds and pests as approved by the District Wildlife Biologist.
- Complying with all federal, state, county, and local laws as well as IDNR regulations.
- Documenting chemical and fertilizer applications using specified log forms.
- Not using neonicotinoid or Dicamba products on the property.
- Following specific tillage practices consistent with USDA Conservation Plan Standards.

Period of Performance
The contract will commence on March 1, 2025, and terminate on February 28, 2030. The total term of the contract will not exceed ten years.

The services will be performed at Rock Cut State Park located at 7218 Harlem Road, Loves Park, Illinois.
