25093 - Inline Leak Detection of WTM

Background
The Village of Wilmette is seeking proposals for the use of in-line leak detection technology to inspect approximately 9,500 feet of 24-inch cast iron drinking water transmission main. This initiative aims to enhance the integrity and reliability of the Village's water infrastructure, ensuring that leaks or air/gas pockets are effectively identified and addressed.

The project aligns with the Village's commitment to maintaining high standards in public utilities and safeguarding community resources.

Work Details
The contractor will utilize internal acoustic technology to detect leaks or air/gas pockets within the specified water transmission main. The work includes:
- Inspecting approximately 9,500 feet of 24" cast iron drinking water transmission main located primarily within the alleyway north of Lake Avenue between Ridge Road and Michigan Avenue.
- Performing a site reconnaissance prior to initiating work and providing a detailed written Work Plan to the Village.
- Collecting data during inspections that will be analyzed to identify leak locations, with results documented in a written report and spatially through a shapefile.
- Ensuring that any materials entering the pipeline are disinfected according to IEPA and AWWA standards.
- Providing an Inspection Report that includes procedure summaries, results, findings, discussions, and all geospatial data submitted electronically.

Period of Performance
The contract is expected to commence upon issuance of a Notice To Proceed in mid-October 2025, with specific timelines for completion outlined in the Work Plan provided by the contractor.

Place of Performance
The work will be performed in Wilmette, Illinois, specifically along the designated sections of the water transmission main as outlined in project specifications.

Bidder Requirements
Respondents must demonstrate at least five years of experience as a continuously operating entity engaged in similar work. They must also provide evidence of necessary licenses and permits for performing services in Illinois. Additionally, all proposals must comply with local laws regarding equal employment opportunity and other relevant regulations.
