Description

Stream Gaging Services for South Idaho and Salmon regions
Background
The State of Idaho, through the Division of Purchasing (DOP) on behalf of the Department of Water Resources (IDWR), is seeking qualified vendors to provide Stream Gaging Services.

The objective is to establish, operate, and maintain thirty-three (33) stream gages across Idaho and publish discharge data on a public-facing website. This initiative supports the agency's mission to manage water resources effectively.

Work Details
The contractor will be responsible for:
1. Establishing and maintaining thirty-three (33) stream gages in Idaho.
2. Owning, operating, and maintaining a stream flow monitoring equipment network with continuous recorders.
3. Transmitting data from twelve (12) gages using telemetry to be made available on a contractor-maintained website.
4. Supplying and maintaining specific stream gaging equipment including Acoustic Doppler Velocity meters (e.g., SonTek FlowTracker2), Acoustic Doppler Current Profilers (e.g., Teledyne Marine StreamPro ADCP), and telemetry equipment capable of recording and transmitting data at fifteen-minute intervals.
5. Conducting routine discharge measurements as per the Discharge Measurement Schedule outlined in Appendix D, including notifying IDWR of measurements taken within five business days and providing an online rating table link for real-time access.

Period of Performance
The initial term of the contract is one (1) year, with potential renewals extending up to a total of five (5) years upon mutual agreement.

Place of Performance
The services will be performed throughout various locations in Idaho, specifically in the South Idaho and Salmon regions as detailed in Appendix C – Stream Gage Locations.

Bidder Requirements
Bidders must demonstrate a minimum of five (5) years of stream gaging experience within the last ten (10) years and at least three (3) years of experience in maintaining websites for real-time stream flow data. They must also provide references from at least three professional clients who can validate their expertise.
