SSA - Professional Consulting Services

Background
The Idaho Department of Administration, Division of Purchasing, intends to approve a sole source authorization for Workforce Development Council to purchase Professional Services from Burning Glass Institute. The notice is given pursuant to Idaho Code section 67-9221. The Administrator of the Division of Purchasing has determined that there is only one vendor qualified to provide this service. Any interested vendor may file a challenge to this sole source procurement within five (5) business days after the closing date of this IPRO Notice.

Work Details
The Burning Glass Institute proposes to partner with the Idaho Workforce Development Council to undertake a systematic evaluation of the landscape of certification and training programs in order to recommend the programs most aligned to the success of Idaho workers, learners, and employers and to design the framework on credentials of value that the Workforce Development Council can apply going forward.
The proposed approach includes identifying measures, assessing the credential landscape across dimensions of skill development, economic mobility outcomes, return on investment, alignment to local demand and growth, and scoring the impact of each training program based on its outcomes, conferred economic mobility, cost-effectiveness, and alignment to both local demand and economic growth.

Period of Performance
The project is estimated to take 10 to 12 weeks to complete.
