The City of Nampa is seeking qualified and experienced respondents from interested firms to submit a proposal for providing project development services for the Robinson Blvd & Greenhurst Rd Railroad Crossing Elimination in Nampa, Canyon County. The City of Nampa (City) and the Nampa Highway District No.1 (NHD) are working together to improve the intersection of Robinson Blvd & Greenhurst Road which lies along a major corridor in the City and is currently an all-way stop-controlled intersection. Both roads are single lane in each direction with Robinson Boulevard a Principal Arterial and Greenhurst Road a Collector. The purpose of this project is to design a Preliminary Engineering Design Set (Design Set) at the intersection of Robinson Boulevard & Greenhurst Road intersection based off of the approved concept. This will be a railroad crossing grade seperation that will have a bridge along Robinson Boulevard spanning the Railroad and Greenhurst Road, a Roundabout on Robinson Boulevard south of Greenhurst Road with a leg going west to connect to Greenhurst Road. The goal is to design a Preliminary Engineering Design Set for a railroad crossing grade separation, which includes constructing a bridge along Robinson Boulevard and implementing a roundabout on Robinson Boulevard south of Greenhurst Road.
Work Details
The contract involves designing a Preliminary Engineering Design Set based on an approved concept that includes:
1) A bridge spanning the railroad and Greenhurst Road along Robinson Boulevard;
2) A roundabout on Robinson Boulevard south of Greenhurst Road with a leg connecting west to Greenhurst Road;
3) Evaluation of two options for the Greenhurst Road intersection, which may include either a roundabout or traffic signal depending on public feedback.
The consultant will also be responsible for developing preliminary designs, modeling, surveying, and project management plans as part of the Federal Railroad Administration (FRA) grant program. Specific tasks include:
- Task 1: Project Management Plan (PMP);
- Task 2: Environmental Review;
- Task 3: Deliverables including PR Design Set.
Period of Performance
The anticipated schedule includes completion of the Project Management Plan by October 31, 2025; Final NEPA Documentation by July 31, 2026; and PE Design Set by August 31, 2026.

The work will be performed in Nampa, Canyon County, Idaho.
