Description

Background
The Idaho Transportation Department (ITD) is responsible for maintaining and operating approximately 12,300 lane miles of state highways. During winter months, snow and ice accumulate on highways, creating hazardous conditions. To mitigate these hazards, ITD utilizes plow and brine trucks that require a substantial amount of brine solution for effective operation. This solicitation seeks bids from qualified vendors for the purchase and delivery of Polyethylene Bulk Liquid Storage Tanks to store the brine solution necessary for maintaining safe road conditions.

Work Details
The contract involves the supply and delivery of Norwesco #47638 ten-thousand five-hundred (10,500) vertical translucent white polyethylene gallon tanks or equivalent. The tanks must meet the following specifications:

- High-density vertical translucent white poly tanks with an overall height of 130 inches (+/- 10%)
- Overall diameter of 202 inches (+/- 10%)
- Four lifting lugs
- Embossed date stamp in month/year format
- Embossed gallon measurement markers
- Self-supporting design requiring no framework
- UV resistant material suitable for storing salt brine solution with a minimum specific gravity of 1.6

The tanks must include:

- A minimum 16-inch offset top fill vented access port lid
- Vent fitting at the top
- Flat areas for valve installation
- Tie down points for secure mounting
- Two installed 3-inch flange fittings at the lowest level for complete draining.

Period of Performance
Delivery is expected within 90 days after receipt of order (ARO). The contractor must deliver and unload the tanks within 120 calendar days after receipt of each order.

Place of Performance
Delivery locations include ITD District 1 Osburn Yard in Osburn, ID; ITD District 3 Yard in Boise, ID; and ITD District 6 Yard in Rigby, ID.

Bidder Requirements
Bidders must be authorized distributors or manufacturers of the tanks offered. They are required to provide certificates of insurance within five days of notification of award. Insurance must include Commercial General Liability with a limit of not less than $1 million per occurrence and Workers Compensation Insurance as per Idaho regulations.
