Background
The State of Idaho’s Division of Purchasing, on behalf of the Idaho Department of Health and Welfare (IDHW), is issuing this Request For Proposal (RFP) to solicit proposals from qualified firms to provide and manage an Electronic Visit Verification (EVV) System. This system is intended to electronically track Medicaid Personal Care Services (PCS) and Home Health Care Services (HHCS) provided to Medicaid members.
The IDHW's mission is to promote healthy people, safe children, and stable families through various services and oversight, including administering public assistance and health coverage programs.
Work Details
The contractor will provide an EVV solution that captures six required data elements:
- Type of service performed
- Individual receiving the service
- Date of service
- GPS verifiable location of service delivery
- Individual providing the service
- Time the service begins and ends.
The EVV module must interface with the MMIS Claims System for payment verification and support quarterly and annual reporting per Key Performance Indicator (KPI) requirements. Implementation must be completed by September 2027, coinciding with the new Claims Management Module. The contract will last for four years with potential extensions. Key operational requirements include ensuring system availability 99.9% of the time, providing help desk services, maintaining documentation for all processes, conducting technical reviews with IDHW, and ensuring compliance with federal regulations such as HIPAA.
Period of Performance
The contract will be performed over a period of four years starting from the award date, with implementation expected to be completed by September 2027.
Place of Performance
The work will primarily take place in Boise, Idaho, where IDHW is located.
Bidder Requirements
Offerors must have relevant experience in managing similar projects within the healthcare or Medicaid sector. Key personnel must include a Project Manager with at least seven years of experience in project management related to Medicaid or healthcare systems. A Contract Manager with five years of relevant experience is also required. Additionally, a Technical Lead with at least five years’ experience in MMIS systems or healthcare benefit management systems must be provided.
