Description

Electronic Visit Verification (EVV) for the Department of Health and Welfare (DHW)
Background
The State of Idaho’s Division of Purchasing, on behalf of the Idaho Department of Health and Welfare (IDHW), is issuing this Request For Proposal (RFP) to solicit proposals from qualified firms to provide and manage an Electronic Visit Verification (EVV) System.
The goal is to electronically track Medicaid Personal Care Services (PCS) and Home Health Care Services (HHCS) provided to Medicaid members. This initiative aligns with the IDHW's mission to promote healthy people, safe children, and stable families through efficient service delivery.

Work Details
The contractor will provide an EVV solution that captures and verifies data related to personal care services and home healthcare services. Key requirements include:
1. The EVV aggregator must capture six required data elements: type of service performed, individual receiving the service, date of service, GPS verifiable location of service delivery, individual providing the service, and time the service begins and ends.
2. The EVV aggregator must interface with the MMIS Claims System for payment verification.
3. Quarterly and annual reporting per Key Performance Indicator (KPI) requirements as outlined in federal regulations.
4. The module must be implemented by September 2027, coinciding with the new Claims Management Module Contract.
5. The contract will cover operational requirements including data validation, system availability, help desk services, maintenance functions, and compliance with federal regulations.

Period of Performance
The contract term is four years with an anticipated start date aligned with the implementation of the Claims Management Module in September 2027.

Place of Performance
The primary location for performance will be in Boise, Idaho; however, remote work may be permitted upon approval by IDHW.

Bidder Requirements
Offerors must have experience in Medicaid or healthcare-related projects. Key personnel must include a Project Manager with at least seven years of relevant experience, a Contract Manager with five years of contract management experience in similar projects, a Technical Lead with at least five years' experience in MMIS systems or healthcare benefit management systems, and a Certification Lead experienced in CMS certification processes.
