Description

The Idaho Transportation Department has requested an exemption from competition for the purchase of Bituminous (Hot Mix Asphalt). If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
Background
The Idaho Transportation Department (ITD) is seeking an exemption from competition for the purchase of Bituminous (Hot Mix Asphalt). This request is based on the need for a specific supplier that can meet the unique requirements of a nighttime paving project in an area not served by existing Price Agreements.

The exemption allows ITD to procure materials without a competitive process, which is at the discretion of the Division of Purchasing (DOP) Administrator.

Work Details
The contract involves procuring Bituminous (Hot Mix Asphalt) from Woods Crushing, which is the only supplier operating 24 hours a day. This capability is essential due to high traffic volume on the highway, making nighttime the only safe period for repaving.

The anticipated total cost for this one-time purchase is $30,000.

Period of Performance
This is a one-time purchase with no specified duration beyond the immediate need for the paving project.

Place of Performance
The work will be performed in Idaho, specifically in District 1 where the nighttime paving project is scheduled.

Bidder Requirements
Woods Crushing is identified as the sole supplier capable of meeting the requirements due to its 24-hour operation. No other certifications or registrations are mentioned.
