Aquatic Herbicide Applicator Services

Background
The Idaho State Department of Agriculture (ISDA) is seeking contractors to provide Aquatic Herbicide Applicator Services. The goal is to supply and apply designated herbicides for the treatment of Eurasian Watermilfoil and other aquatic noxious weeds in Idaho's waters. This initiative aims to manage and control invasive aquatic species that threaten local ecosystems.

Work Details
Contractors will supply and apply various herbicides for the treatment of aquatic noxious weeds, specifically targeting Eurasian Watermilfoil in designated areas across Idaho. The estimated treatment acreage for the 2025 season is approximately 200 acres, primarily in Area A, with potential treatments in Areas B and C based on annual surveys.

Treatments will be conducted using injection hose or granular application methods at depths ranging from six inches to forty-five feet. Contractors must be flexible with scheduling due to weather conditions and may need to conduct applications at night or use drone methods during spring drawdown periods. All operations must be coordinated with ISDA, which will oversee treatment conditions and herbicide delivery depths.

The contractor must provide specific aquatically labeled herbicides including Triclopyr, 2,4-D, Fluridone, Endothall, Diquat, among others, ensuring compliance with all regulatory requirements.

Period of Performance
The contract is anticipated to begin on June 1, 2025, with an initial term of one and a half years. It may be renewed or extended upon mutual agreement, potentially lasting until December 31, 2030.

Place of Performance
The services will be performed in various water bodies across Idaho, specifically targeting Areas A (Hayden Lake, Cocolalla Lake, Priest Lake, Pend Oreille Lake), B, and C as identified in the solicitation documents.

Bidder Requirements
Bidders must be certified aquatic herbicide applicators in Idaho and have a minimum of three years of experience in similar services. They must provide documentation of their certification along with a signed letter attesting to their qualifications.

Additionally, contractors are required to maintain various types of insurance including commercial general liability and pollution liability insurance.
