Background
The Iowa Department of Administrative Services (DAS) is seeking proposals from qualified design companies for professional design services aimed at replacing the exterior windows on the Linden A, B, C, and D buildings at the Woodward Resource Center. This project is part of the state's efforts to maintain and improve its facilities.
Work Details
The scope of work includes:
1) Removal and replacement of approximately 88 operable exterior bay windows, including storm windows and screens;
2) Evaluation of lintels for repair or replacement;
3) Water penetration testing specifications;
4) Coordination with the State Historic Preservation Office;
5) Field examination of existing buildings;
6) Design recommendations for materials based on experience, quality, and price;
7) Minor drawing work to assist in hazardous materials bid package development;
8) Survey work as required;
9) Coordination with state agencies regarding utilities;
10) Quality control during design, preconstruction, and construction phases;
11) Compliance with all applicable codes and completion of necessary building and energy code documents;
12) Participation in design review meetings at various stages (50%, 95% construction documents);
13) Development of agendas and meeting minutes for all meetings during the design phase;
14) Construction administration tasks including review of submittals, RFIs, change orders, pay applications, site visits, and punch list development.
Period of Performance
The contract execution is anticipated for the week of April 20, 2026. The design kick-off meeting is expected in the week of April 27, 2026. Key milestones include completion of construction documents by July 10, 2026; contractor bidding in August 2026; construction activities scheduled from September 2026 to June 2027; and project closeout in July 2027.
Place of Performance
The contract will be performed at the Woodward Resource Center located at 1251 334th Street, Woodward, IA.
Bidder Requirements
Respondents must provide qualifications and experience relevant to similar projects completed in the last five years. They must also provide hourly rates for all personnel assigned to the project along with a breakdown of costs. Additionally, any responding company involved in project design services cannot receive an award from subsequent construction bids.
