Description

The City of Davenport is accepting proposals from qualified consultants to audit, assess, remediate, train, and validate our websites and digital communications to ensure compliance with the Web Content Accessibility Guidelines (WCAG) 2.1, in accordance with the U.S. Department of Justice's final rule on web and mobile app accessibility for state and local governments, effective April 24, 2024. Proposals must be submitted through the City of Davenport e-bidding system (https://davenport.ionwave.net); no emails, faxes, paper copies or any other submission method will be accepted. Within the system, each tab of the Request for Proposals must be reviewed and responded to accordingly.
Background
The City of Davenport is seeking proposals from qualified consultants to ensure compliance with the Web Content Accessibility Guidelines (WCAG) 2.1, as mandated by the U.S. Department of Justice's final rule on web and mobile app accessibility for state and local governments, effective April 24, 2024.

This initiative is part of the City's commitment to making its digital content accessible to individuals with disabilities, in accordance with Title II of the Americans with Disabilities Act (ADA). The City has until April 2026 to achieve compliance.

Work Details
The selected consultant will perform the following services:

- Conduct a comprehensive accessibility audit of the City’s websites and other electronic materials including PDFs, mobile versions, digital content such as videos, social media pages (5 Facebook pages, 2 Instagram pages), payment and request centers, and public meeting documentation/videos.
- Identify areas of non-compliance with WCAG 2.1 AA guidelines and the DOJ's 2024 rule, providing a detailed report outlining accessibility gaps and prioritizing issues for remediation.
- Develop actionable recommendations for resolving these issues.
- Collaborate with City staff to create a remediation plan.
- Perform remediation measures as necessary and include methods for ongoing compliance checks and monitoring.
- Provide training to City staff on accessibility best practices and verify compliance post-remediation by providing certification or validation.

Period of Performance
The contract period will extend until April 2026, aligning with the DOJ's timeline for compliance.

Place of Performance
The services will be performed within the City of Davenport.

Bidder Requirements
Vendors must demonstrate successful experience in similar projects involving municipalities. They are required to provide detailed project descriptions and contact information for clients from similar work completed within the past two years.

Additionally, vendors must maintain acceptable amounts of insurance covering worker’s compensation, employer’s liability, comprehensive general liability, and professional liability during the contract's duration.
