Towing & Storage of City Vehicles

Background
The City of Cedar Rapids is seeking proposals from qualified contractors for the towing and storage of vehicles for the Police Department and Fleet Services Division. The goal is to provide towing services for vehicles involved in criminal activity, traffic violations, or that present a hazard. Additionally, the contractor will tow city-owned vehicles to maintenance facilities.

Work Details
The contractor will provide towing services 24/7, responding to calls within 30 minutes. Estimated annual requirements include towing approximately 4,000 vehicles for the Police Department and 100 for Fleet Services. The contractor must maintain compliance with IDOT regulations and ensure all equipment is in proper working condition. This includes having a minimum of six radio-equipped towing vehicles available at all times, including three flatbed trucks capable of hauling at least 3 tons. All wreckers and equipment are subject to unannounced inspections by the Cedar Rapids Police Department and/or IDOT.

Period of Performance
The initial term of the contract is anticipated to be from October 1, 2025, through September 30, 2028, with options for renewal for additional three-year periods by mutual agreement.

Place of Performance
Services will be performed within the City of Cedar Rapids, Iowa.

Bidder Requirements
Contractors must have a minimum of five licensed employees available at all times to operate wreckers. They must hold a US Department of Transportation Truck Operator Permit Number and comply with all applicable city, state, and federal regulations.
