Snow Removal Services for the Des Moines Municipal Housing Agency

Background
The City of Des Moines, Iowa Municipal Housing Agency (DMMHA) is seeking bids from qualified contractors for timely, consistent, and cost-effective snow removal services for the 2025/2026 winter season. The goal of this contract is to ensure that the properties managed by DMMHA remain accessible and safe during winter weather conditions.

Work Details
The contractor will provide labor, equipment, and materials for snow plowing, blowing, salting/sanding, snow removal, and spreading ice melting compounds on snow-packed or ice-covered areas. Services include:
- Snow removal from driveways, parking lots, walkways, sidewalks, and exterior stairways when snowfall reaches 1 inch.
- Continuous snow removal until completion after each snowfall.
- Application of magnesium chloride or equivalent ice-melt to all walkways and stairs.
- Clearing entryways and handicap accessible areas.
- Responding immediately to slippery conditions with sanding/salting as necessary.
- Maintaining contact with DMMHA's agent 24/7 and being on-site within one hour of a snow event.
- Stand-by service during snowfall to keep walkways clear periodically throughout the storm.

Period of Performance
The initial contract term is for the 2025/2026 winter season with potential extensions for five additional one-year terms at the discretion of the City.

Place of Performance
Services will be performed at five Apartment Complexes and seven Scattered Sites in Des Moines, Iowa.

Bidder Requirements
Bidders must be properly licensed to operate in Iowa and have been in business for a minimum of three years. They must demonstrate operational capacity and integrity through references. Bidders must not be suspended or debarred by HUD. Insurance coverage as specified in the attachments is required prior to contract commencement.
