SNAP/FIP/RCA Eligibility System

Background
The Iowa Department of Health and Human Services is seeking to procure an eligibility determination system for the Supplemental Nutrition Assistance Program (SNAP), Family Investment Program (FIP), and Refugee Cash Assistance (RCA).

This system aims to meet USDA Food and Nutrition Services (FNS) requirements, Temporary Assistance for Needy Families (TANF) requirements, Office of Refugee Resettlement (ORR) requirements, and all applicable laws while leveraging modern technology to enhance state practices in these programs.

Work Details
The contract will involve the development and implementation of an eligibility determination system that incorporates the necessary federal and state requirements.

The system must be capable of processing applications, determining eligibility, and managing case information for SNAP, FIP, and RCA programs.

The anticipated initial term of the contract will begin on October 1, 2025, and end on September 30, 2030. The agency has the option to renew the contract for up to five additional annual terms under the same or more favorable conditions.

Additionally, the successful respondent will be required to provide quarterly sales reports in Microsoft Excel format and pay a 1.00% administrative fee on all sales made against this contract.

Period of Performance
Initial term from October 1, 2025, to September 30, 2030, with options for up to five annual renewals.

The services will be performed for the Iowa Department of Health and Human Services.
