Request for Qualifications for Construction Manager at Risk - Meredith Middle School & Hoover High School Renovations

Background
The Des Moines Independent Community School District is seeking Statements of Qualification for Construction Manager at Risk (CMAR) services for the renovation of Meredith Middle School and Hoover High School.
The goal is to convert the complex into a STEAM-focused Signature School campus, with a total estimated project budget between $18,000,000 and $20,000,000.
The District intends to enter into a Guaranteed Maximum Price (GMP) contract with the selected CMAR.

Work Details
The CMAR will provide services from design through final acceptance and project closeout, including:
1. Pricing, phasing, and constructability reviews during design;
2. Pre-construction activities such as cost estimating and bidding services;
3. Acting as Construction Manager at Risk for the approved Scope of Work;
4. Solicitation of subcontractors in compliance with Iowa Code Chapter 26A;
5. Other related services necessary to complete the work in its entirety.
The project will be executed in two phases: Phase 1 involves renovations at Meredith Middle School starting in Summer 2027 with substantial completion by Summer 2028; Phase 2 involves renovations at Hoover High School commencing in Summer 2028 with substantial completion by Summer 2029.

Period of Performance
The CMAR selection is scheduled for Spring 2026, with construction commencement for Phase 1 in Summer 2027 and for Phase 2 in Summer 2028.

Place of Performance
Renovations will take place at Meredith Middle School located at 4827 Madison Avenue and Hoover High School located at 4800 NW Aurora Avenue, both in Des Moines, IA.

Bidder Requirements
Bidders must comply with Iowa Code Chapter 26A requirements for subcontractor solicitation.
Additionally, they must demonstrate relevant project experience, financial stability, safety records, and compliance with Iowa and Federal laws.
