Background
This Request for Proposals (RFP) is issued by the West Des Moines Community Schools and several other school districts including Adel Desoto Minburn, Grinnell, Indianola, Johnston, Marshalltown, Norwalk, Pella, and Urbandale.
The purpose of this RFP is to procure bread and bakery products in compliance with federal and state laws governing child nutrition programs. The School Food Authority (SFA) aims to award contracts to qualified bread distributors to meet the nutritional needs of students.
Work Details
The selected distributor will provide various bread and bakery products as specified in the proposal.
Each participating district has outlined its specific product needs and estimated usage in 'Attachment A' of the solicitation.
The distributor must ensure that all bakery products are processed and packed according to good commercial practices, delivered fresh (not frozen), comply with federal food safety regulations, and contain at least 51% whole grain for specified items.
Additionally, all products must be produced using at least 51% U.S. agricultural ingredients.
The distributor is responsible for delivering products to designated school locations on specified delivery days and times, as well as picking up empty trays and racks upon delivery.
Period of Performance
The initial contract period will be from July 1, 2026 to June 30, 2027.
There are options for renewal for up to four additional one-year terms.
Place of Performance
Deliveries will be made to various school districts in Iowa as specified in the district profile sheets included in the RFP.
Bidder Requirements
Vendors must comply with several requirements including providing a Targeted Small Business Certification if applicable, submitting a Hazard Analysis Critical Control Point (HACCP) plan, and providing certificates of insurance covering worker's compensation, general liability, motor vehicle liability, and excess liability insurance.
Vendors must also certify that they have not been debarred or suspended by any federal agency.
