The City of Ames is accepting proposals from qualified firms for Professional Recruiting Services for the position of Environmental Engineer at Water & Pollution Control for the City of Ames. PROPOSALS will be accepted by the City of Ames until 2:00 PM Local Time on August 7, 2025, in AmesBids at amesbids.ionwave.net or delivered to City of Ames, Purchasing Attn: Procurement Specialist, 515 Clark Ave, Ames, IA 50010, City of Ames Contract No. 2026-006. Must be a registered supplier to submit a proposal in AmesBids. Proposals shall be made in the Response Attachment in AmesBids. Once proposals have been thoroughly evaluated, the winning proposal will be presented to the approving authority for action thereon. The preferred method is to submit proposals in AmesBids at amesbids.ionwave.net in the format required, included with these proposal documents with all prices and requested data properly filled in, prior to the time and date proposals are due. If technical issues occur while submitting the proposal, contact the Procurement Specialist for the proposal and determine an alternate method to receive the proposal. Failure to submit the required information may deem the proposal non-responsive. The proposal shall include acknowledgement of receipt of all addenda. Addenda numbers shall be filled in the proposal response. Questions and requests for clarification of requirements for these services are encouraged. All questions and requests for clarification are to be submitted via AmesBids no later than 5:00 PM Local Time on August 4, 2025. Proposals received after the due date will not be considered. It will be the sole responsibility of the Firm to have their responses submitted in AmesBids before the closing hour and date. Contact with personnel of the City other than the Procurement Specialist regarding this Request for Proposal may be grounds for elimination from the selection process. It is expressly understood that any costs associated with preparing a proposal shall be at the expense of the Firm. The City of Ames does hereby reserve the right to reject any or all proposals, to waive informalities, and to make such awards as it shall deem to be in the best interest of the City.

Work Details
The selected firm will provide partial Professional Recruiting Services which include:
1. Reviewing the position profile and recruitment process provided by the City and offering suggestions to enhance candidate attraction.
2. Familiarizing with key requirements such as compensation philosophy, qualifications, and residency requirements, ensuring candidates are informed.
3. Ensuring candidates possess the necessary educational degrees, US work authorization, and valid driver's licenses.
4. Actively recruiting qualified candidates, especially those not actively seeking employment.
5. Providing a comprehensive list of recommended candidates based on submitted materials and follow-up interviews.
6. Ensuring candidates fit within the City's salary range limits and providing EEO data at the end of the search.
7. Conducting at least one face-to-face meeting with the City at the start of recruitment, with ongoing communication via phone/video conferences.
8. Notifying that all qualified candidates must apply directly through an open posting on the City’s job portal due to Civil Service requirements.
9. Scheduling interviews, conducting reference checks on finalists, and engaging in salary negotiations with selected candidates.
Period of Performance
The contract is expected to commence upon award on September 3, 2025, with a desire to post the position by September 5, 2025.
Place of Performance
The services will be performed in Ames, Iowa.
Bidder Requirements
Firms must be registered suppliers to submit proposals in AmesBids. Additionally, a notarized Local Business Certificate is required for businesses located within Ames city limits who pay commercial property tax to qualify for a local consideration program that applies a 1% local preference.
