Price & Payor Transparency Services

Background
The University of Iowa, located in Iowa City, Iowa, is a prominent public university recognized for its academic achievement and leadership in research. The University operates the University of Iowa Health Care, a comprehensive academic health system. The University is soliciting proposals from qualified suppliers to provide payor transparency data and compile required data into a machine-readable file (MRF) in compliance with Centers for Medicare & Medicaid Services (CMS) Price Transparency regulations.

Work Details
The successful supplier will be responsible for the following deliverables:

1) Provide ongoing ad hoc consultation and data analytics related to Payor and Price Transparency.

2) Deliver comprehensive payor transparency data across various categories including hospital, professional, payor, drug, and device categories. This data must include detailed payor-specific negotiated rates to support internal benchmarking and negotiation strategy development.

3) Create and compile an MRF that meets CMS Price Transparency regulations for both hospital and physician charges.

4) Validate the MRF data to ensure accuracy and compliance with CMS requirements.

5) Assist UI Health Care during CMS audits or external inquiries regarding price transparency data.

6) Provide recommendations based on best practices from similar facilities regarding compliance with CMS regulations.

7) Deliver payor transparency data and a final MRF by December 1, 2025.

Period of Performance
The contract will commence upon award and is expected to be completed by December 1, 2025.

Place of Performance
The services will be performed at the University of Iowa Health Care locations in Iowa City, Iowa.

Bidder Requirements
Suppliers must demonstrate experience providing Payor Transparency services to academic medical centers or similar institutions. They must comply with all federal and state laws including HIPAA regulations. Additionally, suppliers are required to submit audited financial statements for the previous two years.
