PDS Course Facilitation 2026

Background
Performance & Development Solutions (PDS) is a training program within the Department of Administrative Services, Human Resources Enterprise (DAS HRE). PDS is dedicated to enhancing the skills, effectiveness, and leadership capacity of public employees across the State of Iowa. Through the strategic coordination and delivery of high-quality, relevant training programs, PDS empowers staff at the state, city, and county levels to perform their roles more effectively and efficiently.

PDS develops, promotes, and delivers seminars designed to meet the evolving needs of public sector professionals. Currently, three vendors are under contract to provide the services sought by this RFP, which must be re-bid as these contracts approach their six-year maximum term.

Work Details
The contractor will provide the following services: create course content and lesson plans for new courses; conduct on-site and virtual instructor-led training for proposed courses. The courses will employ a facilitation-based, interactive instructional approach and include both on-demand content and a virtual live instructor-led component.

- Dimensions of Leadership
- From Ideas to Solutions: Practical Creativity and Problem Solving

- Supporting Teams Through Change
- Building High Performing Teams.

Period of Performance
The contract shall have an initial term of three (3) years from the date of contract execution, with an option to renew for up to three (3) additional one-year terms, totaling a maximum of six (6) years.

Place of Performance
All on-site courses will be conducted in Des Moines, Iowa, with potential additional sessions outside Des Moines.
