New Elementary School on Hoover Site Project - Bid Issuance 3

Background
The Cedar Rapids Community School District (CRCSD) is issuing a request for qualifications (RFQ) for the construction of a new K-5 elementary school at the Hoover Elementary School site, located at 4141 Johnson Ave. NW, Cedar Rapids, IA.

The goal of this project is to provide a modern educational facility that meets the needs of the community and enhances the learning environment for students.

Work Details
The scope of work includes all general construction, sprinkler systems, mechanical and electrical work necessary for the completion of the new elementary building.

This is the final issuance of construction documents under Bid Issuance #03. Contractors must submit their statements of qualifications (SOQ) electronically through the specified online procurement portal by February 13, 2026, at 2:00 PM CST.

The selected contractors will enter into contracts with Larson Construction Co., Inc., based on a guaranteed maximum price.

Period of Performance
Construction has already commenced, with significant milestones outlined in the project schedule.

The SOQ submission deadline is February 13, 2026, and bids are due on March 3, 2026.

Place of Performance
The contract work will be performed at the Hoover Elementary School site located at 4141 Johnson Ave. NW, Cedar Rapids, IA.

Bidder Requirements
Bidders must be prequalified subcontractors to submit bids on this project. They are required to provide evidence of insurance that meets specific requirements including Commercial General Liability, Automobile Liability, Workers' Compensation and Employer's Liability, and Umbrella Liability.

Additionally, bidders must comply with Iowa law regarding sex offender certifications and must not have any owners or managers convicted of sex offenses against minors.
